I have a 26 ft bayliner that has the Penta Volvo 270 outdrive. It will not stay locked down in reverse?

How does the well-spring, the outdrive to kick to the surface when I put it in reverse? And how can I solve this problem?
There is a locking mechanism to cancel the drive that engages a pin. It is either broken, gluing, or regulatory requirements. It is located on the pivot pin through the center exhaust bellows. Go sure that the player is cut down, before starting back.
